Function Description:

The NETWORKTIMEOUT system variable is used to set the maximum timeout duration for accessing files over the network, in milliseconds (ms). The default value is fixed at 100ms. If the user does not set a custom value, the previous logic will apply (i.e., a maximum timeout of 100ms when accessing files over the network). Once set, the user-defined value will be used as the maximum wait time for network file operations, such as opening, saving, or attaching external references (XATTACH) to network files.
