Function Description:

The HPRELATIVEPS system variable is used to control whether the scaling of the hatch pattern is associated with the scale factor of the paper space.

System Variable Value:

0: The scaling of the hatch pattern is based solely on the original scale of the model space and is not affected by the viewport scale.
1: The scaling of the hatch pattern will reference the scale factor of the layout viewport.
