Function Description:

The PSVPSCALE system variable is used to set scale factors for all new created viewports.

The viewport scale factor is defined by comparing the drawing units in paper space and new created model space. The viewport scale factor that users set is in use together with VPORTS command. Specifying it to be 0 means scale to fit. A scale must be a positive real value.
